COVID-19 Vaccination of adult population – Russian Federation Citizens

Vaccination of Russian Federation population is carried out on the basis of the following normative documents:

 

- Federal Law of 17.07.1998 N157-FZ "On Immunoprophylaxis of Infectious Diseases";

- Federal Law of 21.11.2011 N323-FZ "On the basics of protecting the health of Russian Federation citizens";

- Federal Law of 12.04.2010 N61-FZ "On the Circulation of Medicines";

- Decree of the Russian Federation Government from 16.04.2012 N291 "On medical licensing (except for the specified activity carried out by medical organizations and other organizations included in the private health system on the territory of the "Skolkovo" Innovation Center)";

- Order of the Ministry of Health and Social Development of Russia from 15.05.2012 N543 "On approval of the Regulation on the organization of primary health care provision to the adult population";

- Decree of the Russian Federation Government from March 31, 2020 N 373 "On approval of the Provisional Rules for the information control to prevent the spread of a new coronavirus infection (COVID-19)";

- Resolution of the Chief State Sanitary Doctor of the Russian Federation from 03.03.2008 N15 "On approval of sanitary and epidemiological rules SP3.3.2342-08" (with "SP3.3.2342-08. Ensuring the safety of immunization. Sanitary and epidemiological rules");

- Decree of the Russian Federation Government from 16.04.2012 N291 "On medical licensing (except for the specified activity carried out by medical organizations and other organizations included in the private health system on the territory of the "Skolkovo" Innovation Center)";

- "Methodological recommendations for the identification, investigation and prevention of adverse events after immunization", approved by the Russian Federation Ministry of Health from 12.04.2019;

- Federal Service for Surveillance in Healthcare Order from 15.02.2017 N1071 "On approval of the procedure for the implementation of pharmacovigilance"

- Letter of the Ministry of Health of the Russian Federation from January 21, 2021 N 1/I/1-333 On the methodological recommendations "The procedure for vaccination with the GAM-COVID-VAK vaccine against COVID-19 of the adult population" dated February 10, 2021, which defines the requirements and conditions for vaccination of the population over 18 years old.

According to Part 1 of Art. 10 of the Federal Law from 17.09.1998 No.157-FZ "On Immunoprophylaxis of Infectious Diseases" (hereinafter - the Federal Law "On Immunoprophylaxis of Infectious Diseases"), preventive vaccinations for epidemic indications are carried out to citizens with the threat of infectious diseases, the list of which is establishing by the federal executive authority, carrying out the functions of developing and implementing state policy and legal regulation in the health care field.

By order of the Ministry of Health of Russia from 03.21.2014 No.125n "On the approval of the national calendar of preventive vaccinations and the calendar of preventive vaccinations for epidemic indications" (as amended on 03.02.2021) vaccination against coronavirus infection caused by the SARS-CoV-2 virus is included in the calendar of preventive vaccinations for epidemic indications.

Preventive vaccinations for epidemic indications for foreign citizens enrolled into main academic programs of higher education are currently not provided.

As for vaccination against coronavirus infection caused by the SARS-CoV-2 virus, on an agreed basis, until the need for vaccination of persons eligible for free vaccination is satisfied, vaccination is not carried out on a paid basis.

Thus, according to epidemic indications, students over 18 years old who have citizenship of the Russian Federation can be vaccinated.

Foreign citizens of only those countries recommended by Russian Federal State Agency for Health and Consumer Rights as a country with a safe epidemiological situation will be able to enter Russia for education purposes.

 

On the procedure for entering the territory of the Russian Federation for foreign students

 

Information dated February 16, 2021 (Federal Service for Supervision in the Consumer Protection and Human Wellbeing "2021: www.rospotrebnadzor.ru).

In the context of the persistence of the risks of the spread of a new coronavirus infection in accordance with MR 3.1 / 2.1.0205-20 "Recommendations for the prevention of a new coronavirus infection (COVID-19) in educational institutions of higher education" (amendment No. 2 of 11.02.2021) foreign students arriving from states with which air traffic has already been resumed, are examined for COVID-19 using the PCR method twice - no earlier than three calendar days before arriving the territory of the Russian Federation and within 72 hours after entering the territory of the Russian Federation.

Medical documents confirming a negative laboratory test for COVID-19 by the polymerase chain reaction (PCR) method, obtained before and after entering the territory of the Russian Federation, can be provided in Russian or English.

Until the results of laboratory tests for COVID-19 by the PCR method are obtained after arrival in the territory of the Russian Federation, the isolation regime is observed.

Thus, foreign students are allowed to undergo the educational process only if there are two negative results of the COVID-19 test using the PCR method.
